The United States' development finance institution, which lends to and takes equity in projects overseas. Its US$150 million loan to Syrah's Mozambican subsidiary Twigg Exploration and Mining for the Balama graphite operation was described as DFC's first loan to a graphite operation; in March 2026 DFC announced a pathway to convert part of that loan into a strategic equity interest in Syrah.
