DFC US$150 Million Loan to Twigg Exploration and Mining for the Balama Graphite Operation (2023-2024)

The U.S. International Development Finance Corporation approved a US$150 million conditional loan commitment to Syrah's Mozambican subsidiary Twigg Exploration and Mining Limitada in September 2023 and the binding loan agreement was reported executed at the start of November 2024, with a first US$53 million disbursement reported on 11 November 2024. Syrah describes the facility as supporting working and sustaining capital at Balama, expansion of the tailings storage facility, and vanadium feasibility studies. One conflict is recorded rather than resolved: Mining Weekly's disbursement report describes a US$100 million facility with a further US$47 million available to October 2027, while Syrah's own page states a US$150 million facility.
