DLA Strategic Materials natural graphite flake IDIQ (SP8000-25-F-0013)

The Defense Logistics Agency's acquisition of natural graphite flake for the National Defense Stockpile, run by DLA Strategic Materials through DLA Contracting Services Office Columbus Division 3. A May 2025 sources-sought RFI announced a proposed buy of approximately 48,000 metric tons with deliveries from September 2026 through December 2032 into the Hawthorne, Hammond and Scotia depots. The combined synopsis/solicitation followed on August 20, 2025 as a full-and-open competition for one or more five-year indefinite-delivery indefinite-quantity contracts with a $1 million minimum and a $65 million maximum under NAICS 335991 (Carbon and Graphite Product Manufacturing). Amendment 2 called for best-and-final proposal revisions by noon Eastern on November 10, 2025, stating the Government intended to award without further revisions. The notices set stockpile storage requirements and say nothing about a battery-anode end use; no award notice for the solicitation had been posted as of August 13, 2026.
