Westwater Kellyton Graphite Plant

Westwater Resources' battery-grade natural graphite plant at Kellyton in Coosa County, Alabama, designed to process natural flake graphite into coated spherical purified graphite (CSPG), with 12,500 t/year targeted in Phase I. Phase I construction has continued at a measured pace, with approximately $130 million of the $245 million Phase I cost estimate incurred through June 30, 2026, while an on-site R&D lab and qualification line operate and have produced more than one tonne of CSPG samples in aggregate. In August 2026 Westwater received EXIM approval for an approximately $25 million direct loan under the Make More in America Initiative; because closing remains subject to definitive documentation and customary conditions, the approval is recorded as a claim rather than as a lifecycle financing event, and the Phase I line's current state remains under construction. Both prior commercial agreements have been terminated by their counterparties (FCA in November 2025, SK On in March 2026).
